Peux‑tu te présenter et nous parler de ton parcours ? // Can you introduce yourself?

Je suis ingénieur télécom diplômé de l'IMT Atlantique, avec plus de 20 ans d'expérience dans les réseaux mobiles, de la 2G à la 5G. Après une carrière chez Orange, notamment en tant qu'architecte cœur de réseau 4G/5G et représentant au 3GPP, j'ai rejoint le ministère de l'Intérieur en 2020 puis l'ACMOSS en 2023. J'y suis en charge des relations internationales, de la standardisation et de la veille technologique.

Depuis plusieurs années, je m'implique activement dans les travaux de standardisation au 3GPP, à l'ETSI, et à la TCCA. Je représente également la France au groupe d'experts MCCG de la Commission européenne sur l'EUCCS, futur système européen de communications critiques.

I am a telecom engineer and a graduate of IMT Atlantique (formerly Télécom Bretagne), with over 20 years of experience in mobile networks, from 2G to 5G. After a career at Orange‑where I notably worked as a 4G/5G core network architect and served as an official delegate to the 3GPP standardization groups‑I joined the French Ministry of the Interior in 2020, and then ACMOSS in 2023. I am currently responsible for international relations, standardization, and technology watch.

For several years now, I have been actively involved in the standardization work of 3GPP, ETSI, and the TCCA. I also represent France in the European Commission's expert group MCCG (Mission Critical Communications Group), which is working on the development of the future European Critical Communications System (EUCCS).

The Critical Communications Association (TCCA) est l'organisation mondiale de référence pour les communications critiques. Elle réunit industriels, opérateurs, autorités publiques et utilisateurs finaux, et joue un rôle clé dans l'évolution des standards (TETRA, LTE, 5G MCX). Elle structure les besoins des utilisateurs et favorise l'interopérabilité au travers de groupes de travail spécialisés, en lien avec les organismes de standardisation tel que le 3GPP.

La TCCA constitue également un formidable réseau d'échange, favorisant les bonnes pratiques entre ses membres issus de plus de 80 pays, qu'ils soient ministères de l'Intérieur, forces de sécurité, services de secours, opérateurs de réseaux publics ou critiques, ou encore industriels.

The Critical Communications Association (TCCA) is the global reference organization for critical communications. It brings together a broad ecosystem of stakeholders, including industry players, network operators, public authorities, and end users. The TCCA plays a key role in the evolution of standards such as TETRA, LTE, and 5G MCX. It helps structure user needs and ensures they are reflected in technical specifications through working groups closely aligned with standardization bodies such as 3GPP.

The TCCA also serves as a powerful platform for knowledge sharing and collaboration. With members from over 80 countries‑ranging from ministries of the interior, security forces, and emergency services to public or mission‑critical network operators and industrial players‑it fosters best practices and international cooperation.

En quoi va consister ton mandat au conseil d’administration de la TCCA ? // What will your role on the TCCA Board consist of?

Mon mandat de deux ans au conseil d'administration de la TCCA s'inscrit dans une période de transition stratégique : le passage des réseaux PMR vers des réseaux broadband critiques basés sur la 4G/5G. Je m'attacherai à faire entendre la voix de la France et à défendre une approche souveraine, interopérable et résiliente des communications critiques.

Ce mandat sera aussi un levier pour créer de nouvelles synergies entre les autorités publiques, les industriels et les opérateurs européens et mondiaux. Je souhaite encourager une gouvernance plus équilibrée au sein de la TCCA, dans laquelle les autorités gouvernementales pourront jouer un rôle moteur aux côtés des acteurs industriels. Ce sera l'un des fils conducteurs de mon action.

Au‑delà de mon expertise technique, je suis convaincu que ma capacité à rassembler les acteurs – industriels, institutions et opérateurs – autour d'une vision commune sera la clé de la réussite de mon mandat.

My two‑year mandate on the TCCA Board comes at a pivotal moment in the sector's evolution: the transition from traditional PMR systems to mission‑critical broadband networks based on 4G/5G technologies. I will focus on making France's voice heard and promoting a sovereign, interoperable, and resilient vision for critical communications.

This role will also be an opportunity to build new synergies between public authorities, industry, and both European and global network operators. I intend to encourage a more balanced governance model within TCCA‑one where public sector stakeholders play a leading role alongside private actors. This will be a key priority of my work.

Beyond my technical background, I firmly believe that my ability to bring people together‑industry leaders, institutions, operators‑around a shared vision will be the cornerstone of my success. In a field as strategic as critical communications, listening, collaboration, and trust are just as essential as the technology itself.
